





The victims of atrocities, massacres and looting in Beni since October 2014, have repeatedly denounced it: the Congolese authorities, both civilian and military, are the nuclear brain of planning and supporting massacres that have Caused two thousand girls and sons of the territory of Beni to perish tragically, and especially innocently.
The accused Hamuli Banza Suleiman, appearing in Beni for being arrested as an active member of the civilian slaughterers, finally dropped the veil in court on Friday, February 10, 2017. Suleiman is a suspected ADF who was captured by the population and handed over to the FARDC during an operation to massacre civilians in Beni in 2016. Currently appearing in Beni, he has explicitly declared to the public that among those who support the massacres of civilians are among others Mr. Nyonyi Bwanakawa, the Mayor of the city of Beni, and General Mundos of the FARDC.
Obviously, the revelation of Nyonyi’s involvement in the crimes committed by the alleged ADF (murderers) is apparently a fact likely to surprise any observer. However, a simple logic already helps to understand enough that his responsibility in the affair of the slaughterers is possible, especially in the matter of moral debt that would retain him to the rank of the vassals of the power in place, in the service of Governor Julien Paluku and President Kabila, in the plan of evicting the natives by foreigners. It was his consent to collaborate in this room, which would have earned him the grace of being returned to his office as mayor of the city in Beni after a moment of disgrace. This attitude of moral abdication has become the rule required to find a guarantee of protection or esteem or any favor with the power in place for any administrative or military agent in North Kivu. From the outset, it is important to understand that all these politico-administrative authorities and military, judicial and security agents who appear to be stable in their functions, from the summit of the province of North Kivu at most at the lower administrative level, are corrupt and, as a result, support the plan to exterminate indigenous peoples in Beni.
General Major Timothée Mukutu, FARDC’s general counsel, used all the rhetoric and eloquence he was able to cover and defend Nyonyi by embarking, and with him the whole system of the administration Julien Paluku and Joseph Kabila, but it’s too late. For the thunderous revelation of the slaughterer Suleiman has already raised all equivocal and swept all doubt about the responsibility of the Congolese state in the massacres of Beni.
Where would Nyonyi, who is mayor of the city, become an intelligence officer of the military auditorate, while in addition to the civilian intelligence services that could act effectively for this need, the army itself, in its operational structure, has detachments specially assigned to the field intelligence service?
The evidence of lie by the FARDC advocate general in his effort to cover Nyonyi becomes a new element that takes away any credibility from the military court currently sitting on the ADF case in Beni and confirms, investigations of international researchers, local associations and civil society of the place, the proven complicity of public institutions in the massacres of the Congolese in Beni.
As for Suleiman’s testimony citing once again the participation of General Akili Muhindo alias Mundos in the said massacres, it should be pointed out to the international community that this single testimony is sufficient for a warrant of arrest The International Criminal Court (ICC) should be issued against it, since, as soon as these massacres were triggered, evidence of its responsibility had increased only to these days, and that Kinshasa, dissuaded them, only encouraged them to do so, by strengthening, in authority and in material, their nuisance capacity against indigenous civilians. Indeed, Mundos supplies weapons to the cutthroats, exposes to them the secrets of FARDC operation and makes recruits among the indigenous people, on the basis of money motivated, militias destined to reinforce their activities of massacres of the civilians.
Yesterday, all opinions focused mainly on this Mundos and its terrorist network in the Congolese army; today we discover the complicity of a Nyonyi, the Mayor of the town of Beni, who also hid behind the curtain, and with him the whole system of the present administration; and ultimately the judiciary, through General Major Timothy Mukutu, intervenes publicly to launder the crimes and makes an effort to clear the culprits. This is the true face of the Congolese state in connection with the extermination of its peaceful innocent citizens. There is nothing more to hope for from the Congolese Government to stop the massacres of civilians and restore the victims to their rights in Beni.
How long will the international community, too, continue to abdicate?
