The power in place in Kinshasa believes that the dealine in issuing the red card to the President of the Republic by the people has dangerously come too close, while no appropriate tactic has yet been found to force the crossing of this barrier of triumphant manner by the regime.
Joseph Kabila and his restricted political laboratory have therefore found it expedient to resort to the old strategy which was hitherto the most effective, allowing the president to impose his dictates when the future of his reign promised to be cloudy. The time is therefore to mount a new pseudo-rebellion like the CNDP in 2006 and the M23 in 2012.
It was in this context that last November 11, the governor of North Kivu, Mr Julien Paluku, published on his Tweeter account that the military leader of the ex-M23 rebellion, Colonel Makenga Sultani, had escaped From Uganda to an unknown destination. This intervention is no less the voice of the government itself, which would seek to advance the opinions with a view to preparing the spirits for the forthcoming appearance of a new pseudo-rebellion which has just been conceived in the laboratory of President Joseph Kabila.
Indeed, Makenga that Julien Paluku claims to have disappeared from Uganda, has already begun the deployment of his troops to Bwito (in the territory of Rutshuru), after having returned them from Uganda where they had taken refuge since November 2013. At the same time other soldiers (ex-M23 reinforced by new recruits) from Rwanda are joining massively. He is in the process of doing the same, in collaboration with Colonel deserter Richard Bisambaza, to garnish the Kamango – Eringeti axis of their rebel elements in anticipation of an upcoming launch of the rebel offensives.
In this circuit reappears the famous Colonel Kakolele Bwambale, nicknamed White Eagle, who launched on tour in Kampala to sensitize the ex-soldiers of the M23 pretending to be the recruiter of a new rebellion. Collaborating in this adventure with Governor Julien Paluku, they agreed to use the name of Mbusa Nyamwisi as patron of this rebellion in order not only to continue smearing the honor of the charismatic leader of the community of Beni-lubero, But also in order to gain easily the members of the said community in favor of this pro-Kabila dirty enterprise.
Kakolele also claims that all the Mai-Mai that have just reappeared in Butembo and Beni are under his direction and, therefore, included in his project (rebellion in perspective).
One could imagine an exaggeration in this claim. However, it is true that Mr SAPERITA, currently in the middle of the Mai-Mai recruitment campaign in Vurondo (a peripheral village in the town of Butembo), is indeed an active arm of Kakolele and Julien Paluku the governor of Nord- Kivu.
This is the level at which Kabila’s strategy has evolved in the perspective of the chaos he dreams of sowing in the east of the country before the expiration of December 19, 2016.
