After our alerts, which resembled a bell ringing in the jungle of the inhabitants with insensitive ears, finally the new war of the M23, which is in itself the continuation of a war of attrition in the heart of Central Africa (DRC), was launched on Monday 20 February 2017. It is in the radius of Matebe-Kisigari, attached to the Bunagana axis, in the territory of Rutshuru, that it starts again. The outbreak of clashes between the regular army and these rebels was accidentally provoked because the assailants were still in the infiltration and positioning phase with a view to a generalized and total offense against the small North Kivu.
Immediately after the ignition of the sparks in Matebe, elements of the M23 were immediately visible in several localities of Rutshuru territory. The groupings of Jomba and Busanza are home to their main centers of concentration; But they have already invaded a wider area by this infiltration, which is now present in Bwito, west of Rutshuru, where the peasants keep pointing out the pockets of their regrouping, at the same time that they make talk of them in Masisi.
The first instance of the return to action of this rebellion is obviously the disruption of the process of preparing the elections. In Rugarama, in the Busanza group, for example, enlistment centers were closed. The new rebels took positions on all the hills of this area, and mainly at Rutezo.
The invasive presence of the same rebels floods the Matebe – Mbuzi – Ntamugenga ray to the vicinity of Rumangabo. There is therefore sufficient evidence that the M23, already without a fight, has taken over almost all of the space it controlled in 2013 in the southeast of Rutshuru territory.
The elements of the M23 mowed at Matebe were moving towards Tongo and Bwito, following the axis of Mondo Gusto. Some fear that they will cut off the electricity to the inhabitants of Kiwanja and Rutshuru and block the Rutshuru-Bunagana axis.
There is no need to question the ease with which the M23 regained momentum. Indeed, from the start of the M23 operations on Monday, he is already receiving encouragement from his accomplices in power in the country, when the hierarchy requires the valiant loyalist soldiers to stop pursuing the enemy after the disbandment which they inflicted on him in the battle of Matebe. This is how we face the same mise-en-scene lived at the time of the CNDP and the M23 of 2012-2013 in the name of the apetite of power in the head of an impostor.
Is it not naive to continue to hope for a solution to the Congolese problem on the part of a head of state without a mandate, and hence to illegal and illegitimate power? What could he do best in such a situation of confusion reinforced by the absence of any laws that could regulate his reign?
